I don't get why after all these Wily schemes he hasn't just built an army of justice to make dealing with him easier?
Because megaman is his greatest creation until x, and that woukd totally kill the point of the games? XD just my speculation.
So when you think about it, dr light is responsible for 99% of the mavericks. He created X whose specs were used to create every reploid ever. So... He indirectly built dozen if not hundreds of killing machines. That in turn "ravage" the planet. Way to go doc light.
